It looks like he had a moustache tattooed on. (It actually says "hatebreed," but still, it looks like a little scraggly moustache.)
By the way, Utah has the death penalty. If he were smart, he would cover up all those tattoos depicting gang membership, hatred, blood, swastikas, and death at his trial.
Yes, I suspect "Smart" is not a huge issue in this guy's life.
